President-elect Rodrigo Duterte has appointed telecommunications thought leader, author and lawyer Rodolfo A. Salalima as secretary of the newly-formed Department of Information and Communications Technology (DICT) which is mandated to formulate and implement policies that will promote the development and use of ICT in the country.
A Magna cum Laude graduate in Philosophy and Bachelor of Laws Cum laude graduate from San Beda College, Salalima brings with him over 40 years of experience in the telecommunications industry.
With his extensive knowledge, Salalima was tapped as Asia Pacific Representative and Vice Chairman of the International Telecommunication Union (ITU) Council Working Group for the Amendment of the ITU Constitution and Convention based in Geneva, Switzerland. He is a member of the Executive Committee of the National ICT Advisory Council and serves as President of the Philippine Chamber of Telecommunications Operators, Inc. (PCTO) and as a Board Director of the Telecoms Infrastructure Corporation of the Philippines (TELICPHIL).
In addition, Salalima was past President and Chairman of the Philippine Electronics and Telecommunications Federation (PETEF); and the First President, Chairman and Co-Founder of the Telecommunications and Broadcast Attorneys of the Philippines, Inc. (TELEBAP).
Highly-recognized as an expert in the field of telecommunications, Salalima authored “Telecommunications in the Information Revolution”, a treatise and lawbook on the national policy on telecommunications published by the U.P. Law Center in 2015. The book presents his perspective and insights as a major industry player and shows how law and jurisprudence can accommodate fast-evolving developments in ICT.
Salalima started his ICT stint as Board Director and Corporate and Chief Counsel of Radio Communications of the Philippines (RCPI) and as Vice President and Head of Legal and Human Relations of International Communications Corporation (renamed Bayantel). He later on became Globe Senior Vice President for Corporate and Regulatory Affairs until his retirement in 2008. (GLOBE PR)
